Board and Staff


The MDDF board consists of six directors, three of which are appointed by the Denendeh Development Corporation and the remaining three appointed by the Metis Development Corporation. The Board meets quarterly in-person or through teleconferences, video conferencing and email communications to deal with proposals and issues on an as needed basis. There is an Annual General Meeting with its Shareholders. Collectively, the board has an incredibly wide range of business experience and expertise from across the NWT, as well as many years as MDDF board members.


Jake Heron – President/Chair


The first-ever general manager of the MDDF, Jake Heron has also had a long career in management with the Government of Northwest Territories (GNWT), where he has held various senior-level positions; including President of the NWT Housing Corporation, and deputy minister of the Department of Personnel and Assistant Deputy Minister in the Department of Aboriginal Affairs and Intergovernmental Relations. He was also the Chief Operation Officer of the NWT Metis Development Corporation. Mr. Heron now owns and operates his own consulting business and holds a degree in commerce from the University of Alberta.

Albert J. Lafferty


Through his committee work and board appointments, Mr. Lafferty remains active at the community, regional and territorial levels by striving to build partnerships on economic development initiatives between local indigenous Métis, First Nations and industry in the NWT.Mr. Lafferty is the recipient of the Norm McLeod Award given for outstanding proficiency in municipal administration. He also holds a diploma from Aurora College’s public and business administration program, as well as municipal administration accreditation from St. Lawrence College in Kingston, Ont.

Clell Crook


Mr. Crook is president and co-owner of Maskwa Engineering Ltd. Mr. Crook’s past roles include project manager for the Department of Public Works of the GNWT, supervisor and trainer for Golder Associates / Aboriginal Engineering JV, and general manager of the NWT Development Corporation. He is a graduate of Northern Alberta Institute of Technology in Civil Engineering Technology and is a Certified Engineering Technologist.

Luke Grosco


Mr. Grosco is managing co-owner of F.C. Services, which provides bulk fuel storage and delivery while also operating a gas station, convenience store and automotive repair shop and food catering services. Mr. Grosco also serves on the board of the Dogrib Area Community Futures and sat as an elected member of the 1st Tli Cho Legislative Assembly.

Greg Nyuli – Secretary – Treasurer


Mr. Nyuli was executive director of the Deh Gah Gotie Dene Council, where he previously served two terms as Chief. In addition to representing the Deh Cho First Nation on the Denedeh Development Corporation, Mr. Nyuli is the President of Shetah Nabors Drilling Ltd. and serves as a director of a number of other companies including Northland Utilities. He has also served as a Regional Negotiator for the Deh Cho First Nations in their land claim process and is a teacher by training.

Fred Koe


A Certified Management Accountant, Fred Koe is retired after a 30-year career in public government and the public sector. He sits on the Board of Directors of First Nations Bank. In government, Mr. Koe was an elected member of the 12th Legislative Assembly, Deputy Minister of Aboriginal Affairs, assistant deputy minister of Economic Development and Tourism, Chair of the NWT/Nunavut Worker’s Compensation Board, and President of the NWT Housing Corporation, and the NWT Development Corporation. Mr. Koe was also the Executive Director of the Dene/Metis Negotiations Secretariat and Chief Operation Officer of the Gwich’in Tribal Council.



Lee Sacrey – General Manager

After studying business management, accounting, and bookkeeping in college and working in that field on Canada’s east coast, Lee and his wife moved to the Northwest Territories in 1990.  Lee spent a number of years in the construction industry in the NWT in senior management positions, particularly in cost accounting, gaining knowledge of and a passion for fund accounting and financial management.  He also gained significant exposure to project estimating and management, contract law, human resources and dispute resolution.  From the construction industry Lee moved to ownership of consulting/bookkeeping firms and began working with northern businesses, organizations and Municipalities aiding them with fund and program accounting. Lee also sits on the Board of Skills Canada NWT. He has traveled to the majority of NWT communities during that time, building many relationships and gaining much insight into the economy of different communities and regions of Canada’s north along the way.  Some of Lee’s passion for the north is due to his aboriginal heritage and the fact that he is Inuk.  Lee prides himself with his work ethic and ability to produce accurate records and financial reports in a stressful and fast paced environment. In addition to his work Lee has a passion for photography and mountain biking. He also spends a lot of time traveling with his wife and 3 daughters and their unofficially adopted daughter.

Thomas Jarvis – Business Development Officer

As the Business Development Officer, Mr. Jarvis manages the organization’s marketing and promotions as well as being the relationship and administration manager of many client portfolios.. Over the past 30 years, Mr. Jarvis has visited every community in the NWT and Nunavut and has an incredible amount of local knowledge. He also has strong people skills and a wide network of northern contacts.
